The font looks like a bunch of glyphs from various fonts slightly edited. I can't grasp how all of it goes together. Maybe is good for some educational purpose.

I know that you haven't finished with editing this, but I guess it is the Dorico's default.  Why can't slurs be improved in today's software?  Starting from Finale's super-ugly slurs, Sibelius couldn't improve it either, and now -- Dorico?

How is Dorico capable of writing educational material?  Such as creating various boxes, arrows in any direction, braces and brackets both horizontal and vertical?

Interesting, I did the same when I was little.  Not exactly the same result, but the intention was right!

Generally, it doesn't look so good. I would try either:
a) to compress overall spacing so that the music fits on the last page
b) to expand overall spacing so that the music fits on the last page
c) as you say, to fill the rest with the following movement.

1) If it is a complete piece, not a combination of diverse pieces put together, yes, all parts should have all music, that includes tacet.
2) Maybe, if it will make easier to enter. But if the 3rd movement has a completely different tempo, with a clear cue, maybe not.
