No, you would only combine two quarter rests on 1, 3, or 5 in this case.

What will likely happen is some clever folk on the internet will crack Finale 27 so it doesn't require authorization, and Finale will live on on the dark web as shareware. It happens to other abandonware.

It probably depends on context and how active the parts are compared to one another. Clarinet 1 could be doing something in upper register while Clarinet 2 is doing something completely different in the chalumeau register.

If you really want no breath, use the dashed slur - but only where you don't want the breath, i.e. from the last note of the bar to the first note of the next bar, NOT over the whole phrase.

I think the key for these slow 5/4 measures is just to be consistent. It's okay to avoid ties as long as the rhythm is clear and unambiguous.
Keep in mind that the conductor may override the subdivisions just by the way they conduct the piece.

I have asked about this, and without exception conductors have told me they prefer a static layout, particularly in scores with fast page turns.
