You are right, and it's a bit of a trick to make the cautionary treble clef look like it's in the right place, but still be aesthetically pleasing to the eye, when technically it should have the same crosshair look around the second staff line. I doubt Josh did anything on purpose here. The default functionality in Dorico is to shrink that symbol to 66% its size in the font. Why?
