In Samuel Barber's Piano Nocturne, measures 23 to 24. I'm not sure of the meaning of the Bass slur (See below). Wouldn't this slur (See below) have the same meaning?

In my posted Dorico version, Dorico placed the tenuto (over the 1/8 note) above the staff, you must have adjusted it.
