Yes. It would pretty much look like the exact opposite of my example above, with the slur going from beneath the first note towards the centre of the stem of the second note.

Can Dorico cut slurs on accidentals? Yes, to a certain degree. It will cut through flats automatically upon request. Otherwise you'll have to manually reposition the slur. The flats are no problem if you accept a slight back-bow in the slur. I agree that A is cleaner than B, but I wouldn't recommend using any of them. If anything, I would lift the lower end of the slur up before going off the center of the stem, and I think you should always reach for the top note.
