My guess is SCORE, checking the slurs which are typical for SCORE.
In my opinion it is done by someone half-trained in both engraving and in SCORE.
Changing fonts, line weights, and other settings, with a great deal of manual editing, is just a try to make it super-unique edition, yet the result is strikingly opposite. It hurts eyes.

I think you nailed it, OCTO. Those are SCORE treble clefs. Yes, it is very hard on the eyes and really useless for students for several reasons. Yet the same editor's Chopin editions for Wiener Urtext are excellent and I prefer them.
