I think the most interesting aspect here is the accent, which affects only the 16-note, despite the fact it is the same note found in the second voice (as thinking orchestral).

Interesting vertical position, Messiaen

A very interesting vertical position of the first of :2 notes, where at the same beat we have two voices + clef change! I believe this was how Messiaen wanted to be written, and not done by editor:

I would not use one slur that is halfway dashed. I don't remember I have seen it yet.
Use two slurs instead.

Personally, up to four or five bars I much prefer to read empty bars.
As an orchestral musician (violin) I prefer, and always read so in almost all scores, that already two bars should be multi-rested. Reading two empty measures is a bit odd, what I can say.

There's a 'Goldilocks' zone where it must big enough to be read, but small enough not to distort the music (or not to stretch the music onto several more systems).
