I agree with David that putting the whole passage in treble clef would probably be the best situation.

No, you would only combine two quarter rests on 1, 3, or 5 in this case.

What will likely happen is some clever folk on the internet will crack Finale 27 so it doesn't require authorization, and Finale will live on on the dark web as shareware. It happens to other abandonware.

It probably depends on context and how active the parts are compared to one another. Clarinet 1 could be doing something in upper register while Clarinet 2 is doing something completely different in the chalumeau register.
