The Peters is correct, but did Ravel really write it as shown in the first version or did the engravers make a mistake? If he did write it like that then I'm guessing it was just an oversight.

That makes some sense. But I thought that's why up bow symbols were drawn so differently than the marcato accent, and when the marcato is upside down is beneath the staff anyway.

Yes, it can be placed beneath a note of a second voice, but I'm talking about the default nature standard of marcato symbols always (or almost always) being above the staff of a single voice staff. I don't know if I've ever seen a Schirmer score, but I came across there style guide recently and found it pretty standard in most places but eccentric in others. For example, they don't apply trill lines unless the note is tied. Even if it's a whole note, it doesn't get a trill line.

I agree with both of you. I don't recall ever seeing accents in the staff and it doesn't look right to me.
