Schott used SCORE plenty years ago (they promoted it and gave it to their external engravers). They moved to finale being concerned about the stalled development of score. whole bar rest in a divided bar

I recently stumbled over this rest:

It's a whole bar rest in the first part of a divided bar.
Shouldn't it rather be written as a dotted half rest or a half plus a quarter rest?
What do you think?
