Centering full measure rest

Centering full measure rest

Shouldn't the full measure rest be centered between TS and the right barline in this case?
Here Sibelius adds an extra space for the cautionary clef, but it looks strange to my eyes.
Looking for consensus.

I would center the notes and the rests and disregard the clef. This is one reason why the older engravers centered single notes that occupy a whole measures.
