is it possible to resize more than one staff at once in Finale?

for only one page? or for the whole score?

only specific staves in a multi-staff system? or all staves in a system?

There are lots of ways.

It is possible, by various means. What do you want to accomplish?

for instance if I have an orchestral score... resizing only the woodwinds (all in one step)?

The only way I know to do it is one staff at a time with the resize tool. Its am interesting question and you might ask it at finaleforum.com as suggested, if you haven't already, or at makemusic.com.
