I also was puzzled by it, but alas, it makes the tie to cross the flag, close to the notehead, works very well.
There's a setting I don't find, the minimum space after a clef and a note, where no key or time signature is shown. Finale didn't have it so I manually set those measures to start displaying items one space to the right.

I prefer the style where the tie end stays close to the note heads and therefore goes through the flag when necessary, so I must have changed that setting.
