4/8 is a simple quadruple meter just as 4/4 is, only with a different beat value.
I will accept being out of the flock by saying that, were I to proofread this, I would mark 8ths for grouping.
However, I trust the people here to have a fair amount of experience, and they did give their reasons, and I have to agree.
A quarter rest is SO commonly “1” and we are in a “4/x” meter, that it could easily throw someone reading it.
In this sense, it’s basically being teated like 3/8 - any single beat with 2 16ths would require uncombined 8th rests over any 2 consecutive beats.
This would be one of those things where I’d say “technically, it’s wrong, but from a practicality standpoint it make sense”.
Sometimes things like this kind of depending on knowing if the creator doesn’t know what they’re doing, or really knows what they’re doing
