single note or tied note question (syncopation)

I have chords played in the strings, quarter note value.
almost all happen on the beat... except for one, which is off by half a beat.
I need to know whether I should write it as I would "normally" write an off-beat note (ie: tied values), or if I should use a single value.
In the image,violin 2 have the single value, while violas have the tied notes.
Would writing it as the 2nd violins be correct? (both measures are in 3/4)
I always get confused with the rules about notes across beat boundaries in time signatures other than 4/4.
