Yes, I'd call it a Tempo equation or metric modulation. Dorico's manual uses "Tempo equations"; but searching for metric modulations will also bring it up (albeit not the first entry). If you just enter "Tempo marks" or "Tempo indications", then one of the first entries...

The JSON values are used when you check the option to use the font's defaults, in the Music Fonts dialog.

Yes, it can do all that. And I dare say that the Cutaway feature will also be useful for creating musical 'snippets' on a worksheet or other page of examples.
