Tacet or not

Hello, I'm preparing the parts from a score in which the second movement leads to the third with no pause, with attaca. Most of the instruments do not play in the 2nd mov. and some enter directly on m. 1 of the third.

1) Can/should the non playing instruments in 2nd mov. have a tacet in their parts?
2) Shouldn't those who enter at the beginning of 3rd mov. have some cue notes at the end of 2nd mov.?

1) If it is a complete piece, not a combination of diverse pieces put together, yes, all parts should have all music, that includes tacet.
2) Maybe, if it will make easier to enter. But if the 3rd movement has a completely different tempo, with a clear cue, maybe not.

Don't think that a tacet would be advisable. Personally, I would cue the entire second movement, especially the final bars before the attacca.
We were apparently posting at exactly the same time, OCTO.

Thank you both. I'll follow my guts, and John's, cueing the second mov. for every instrument.
